Kathleen Rebbert-Franklin is the Director of the System Access and Practice Innovation Division in the Maryland Department of Health, Behavioral Health Administration. The focus of this Division is to design and implement strategies that enhance consumer access to services and improve quality of care.
The opioid crisis has been a area of focus for Ms. Rebbert-Franklin, particularly at the intersection of behavioral and somatic health. Expansion of medications used to treat opioid use disorder has been a priority. Other areas of responsibility include suicide prevention, problem gambling services, workforce development including peer support specialists and family peers, services for veterans, and public awareness messaging. Her managerial training as the Chief of Baltimore County Bureau of Substance Abuse and her clinical training at Sinai Hospital with individuals who have both substance use and mental disorders provided a foundation for her current work.
Ms. Rebbert-Franklin is a Licensed Clinical Social Worker who earned her Master’s Degree from the University of Maryland, School of Social Work.
