Ms. Witham is the Managing Director of Public Policy at CARF International, an independent, non-profit accredtor of health and human services organizations.
In this role she leads CARF’s ongoing assessment of and response to developments in public policy affecting the U.S. health and human services sector. She is also responsible for standards development and relationships with regulators in the area of opioid treatment program. Prior to joining CARF full-time, Ms. Witham was an executive in a multi-service organization in the Bronx. Ms. Witham was a CARF surveyor of OTPs; served as the Vice President of the New York State Coalition for Medication Assisted Treatment Providers and Advocates, and was an adjunct field advisor at Adelphi University and the City University of New York Hunter College Silberman School of Social Work. Ms. Witham completed her Bachelor and Master of Social Work at the University of Pittsburgh and her law degree at New York Law School.
