Whitepapers

We would like to inform our associates throughout the United States and other countries about three “Whitepapers” that AATOD organized for the Substance Abuse Mental Health Service Administration/ Department of Health and Human Services. These papers were produced under the contract number HHSP233201400268P. They are comprehensive and forward thinking models of how OTP’s can better engage other parties in ensuring that our patients receive high quality care and continuity of services in different facilities.

All three policy papers provide long-term strategic blueprints to OTPs and interested parties in how to fully realize the goals of Medication Assisted Treatment in a Comprehensive Hub setting. We know that you will find them to be of value.

We would like to thank SAMHSA and the Department for all of their support in developing these policy papers in addition to the authors who developed such excellent guidance for our field.

Here is a brief description and links to each White Paper:

 Whitepaper #1 –  “Models of Integrated Patient Care through OTPs and DATA 2000 Practices”

• The first section of the paper focuses on “Essential Elements of Vermont’s Hub and Spoke Health Homes Model” as written by Dr. Karen Casper and Anthony Folland of the Vermont Department of Health Agency of Human Services.
• The second section of the paper is written by Dr. Sue Storti “Integration of Health Homes in Rhode Islands’ OTPs”. The third section of the paper focuses on the “Integration of Health Homes in Maryland OTPs” and was written by Vickie Walters and Angela Fulman.

The paper is comprehensive in providing direction to treatment providers and policy officials in how such models of care can be implemented in other states.

Whitepaper #2 –  “Integrated Service Delivery Models for Opioid Treatment Programs in an Era of Increasing Opioid Addiction, Health Reform, and Parity”.

• The first section is written by Dr. Kenneth Stoller and Dr. Mary Ann Stephens in the Department of Psychiatry and Behavioral Sciences in the John Hopkins University School of Medicine. It provides a model for how OTPs can work in conjunction with DATA 2000 practices.
• The second section is written by Allegra Schorr who serves as the President of the New York State Coalition of Medication Assisted Treatment Provider and Advocates, focusing on how OTPs can work with primary healthcare services.

Both sections are designed to provide models of service delivery to OTPs throughout the United States.

Whitepaper #3– “Increasing Access to Medication Assisted Treatment for Opioid Addiction in Drug Courts and Correctional Facilities and Working Effectively with Family Courts and Child Protective Services”

• Douglas Marlowe wrote the first section of this paper about working with Drug Courts. Doug Marlowe is the Chief of Science, Policy and Law of the National Association of Drug Court Professionals.
• The second section of the paper focuses on working with correctional facilities and was written by Dr. Sarah Wakeman of the Substance Use Disorder Initiative in the Massachusetts General Hospital and Dr. Josiah Rich, who is the Director of the Center for Prisoner Health and Human Rights of Brown University.
• The third section, focusing on how OTPs can work with Family Courts and Child Protected Services was written by Pamela Peterson Baston of Solutions of Substance, Inc.
